VTL is the abbreviation of Vaccinated Travel Lane. On November 29, 2021, Malaysia and Singapore have agreed to launch the VTL program so that passengers from Singapore and Malaysia who have completed the vaccination do not need to travel between the two places in isolation!! Of course, the following rules need to be followed.

The application period for the Vaccinated Tourist Pass (VTP), for Malaysian travellers, will open Nov 22nd at 10 am. In a media release, CAAS stated that Singapore and Malaysia have strong economic ties and close people-to-people connections. The joint VTL is an important step towards reopening borders between close neighbors, facilitate business, and allow families to reunite.

6 airlines to provide VTL flights between Singapore, Malaysia: CAAS

SINGAPORE – Six airlines have been named to provide vaccinated travel lanes (VTLs) between Singapore and Malaysia, according to the Civil Aviation Authority of Singapore (CAAS), on Thursday (Nov 18 2021),

  • The 6 airlines are Malaysia Airlines, AirAsia, Malindo Air, Jetstar Asia, Scoot and Singapore Airlines (SIA).
  • All nationalities can use the VTL channel
  • Passengers need to complete 2 doses of vaccine (approved by WHO)

Singapore >> Kuala Lumpur condition

  1. Must stay in Singapore (or Malaysia) for more than 14 consecutive days
  2. RT-PCR test within 2 days of departure for Malaysia
  3. Register and pay BP Health in advance to test RT-PCR (https://airport.doctor2u.my/ )
  4. Purchase RM100,000 of COVID19 insurance & round-trip air tickets (Short Term Visitors)
  5. Download MySejahtera

Singapore Airport Check In Procedure

  1. Show your passport/relevant documents to prove that you have stayed in Singapore or Malaysia for more than 14 consecutive days
  2. Present the vaccine certificate (electronic or physical)
  3. Present the RT-PCR test report (valid within 2 days)
  4. Show your mobile phone MySejahtera App
  5. Present Covid19 insurance of RM100,000 and return air ticket (Short Term Visitors only)

Arrival at Kuala Lumpur International Airport

  1. 1. Go to BP Health Testing Center (in the airport)
  2. 2. Perform RT-PCR test and stay at the designated place to wait for the test result (1~3 hours)
  3. 3. Go to the Immigration counter and show relevant documents, including records of staying in Singapore (or Malaysia) for 14 consecutive days, boarding pass and round-trip air tickets (except Malaysians)

Kuala Lumpur >> Singapore

  1. Must stay in Malaysia or VTL country or Singapore for 14 consecutive days
  2. Perform ART or PCR test within 2 days before departure
  3. Registration and payment of PCR testing fees for entry into Singapore.
  4. Fill in the SG Arrival Card e-Services (including accommodation information, travel records)  https://eservices.ica.gov.sg/sgarrivalcard
  5. VTP application must be submitted at least 7 days in advance (free of charge) https://safetravel.ica.gov.sg/
  6. Purchase Covid19 insurance with a minimum of SGD30,000
  7. Download Trace Together App

Check In at Kuala Lumpur KLIA Airport

  1. Show VTP application status
  2. Show vaccine certificate (electronic or physical)
  3. Show ART Or PCR test report
  4. Present the Trace Together App

To arrive at the Singapore airport

  1. Go to the ICA officer of the Immigration Department
  2. Present the VTP application, vaccine certificate, PCR test report, and Trace Together App
  3. Passenger VTL needs to undergo PCR test, immediately after the test Immediately take a private car or Taxi to your accommodation (public transportation is not allowed), and you will get the PCR test results within 24 hours. If it is negative, you can move freely.
